Anyone have, or know where to find a clear cut procedure for transferring entire user banks (e.g. USER1 A thru H) of custom patches and/or Performances from a Motif ES7 to a Motif ES Rack?

When using the MOTIF-RACK ES Voice Editor, it is possible to open MOTIF ES/MOTIF Voice Editor or MOTIF-RACK library files. If you have the Motif ES data saved in Voice Editor File format transferring Voices is easy (.W7E)

Performances are a different matter, however, as there is no file type that the keyboard makes that can transfer Performances

A MIDI cable is the best way to transfer, the units share the same product ID so bulking data between the Keyboard and the Rack ES is direct. Performances can be bulked from the keyboard to the Rack ES.
