With the Modulation Wheel in upper position???
I’ve done Modulation wheel editing before with great results
Except the String Ensemble tremolo...can’t get it to be still.
I’m planning to layer it with the Piano Back patch and want the Modulation on that
But not the String Ensemble

Any suggestions

Chances are that the tremolo ‘effect’ is built into the sample on which that voice is based. Tremolo effect can either refer to fast ‘bowing’ of strings or repeated volume or amplitude changes. Regardless, if this effect is baked into the sample there’s nothing you can do to get rid of it except use another voice.
