Cubase 9 Pro MOXF6/MOXF8 Editor VST 1.6.3

I have been trying install and actually try out the CP1 Piano library on MOXF8 and surely I am missing something very obvious because for the life of me I can’t get it to work. Here are the steps I followed:

1) Installed the 1024M flash memory, and formatted it.
2) Reset MOXF8 back to factory user settings just in case.
3) Downloaded the CP1 library from here.
4) While loading the X3A extension file into the flash memory, the menu allowed selection of only “System” and “Waveforms”. “Sample Library” was not displayed. Selected both and executed load.
5) After successful load, went into Voice mode and searched Categories. Under “Unassigned”, I could see and play all 16 voices that came with the library.
6) I started Cubase 9 Pro, got the MOXF8 VST Editor online, and looked for these new voices without success. Under the “No Assign” category there are 16 “Initialized Voices” but none of them match the CP1 library voices.
7) Closed Cubase and restarted MOXF8 to repeat step 5, this time the “Unassigned” category has disappeared and I couldn’t find any of the CP1 library sounds.

I had expected to find CP1 library sounds with the names “CF Grand”, “CF Light”, etc. when I synched the VST Editor from Cubase but that did not happen. And worse, they disappeared when I restarted MOXF8 without connecting to Cubase. But some of the memory is still allocated to the library in the module. I can see the waveforms listed in the flash module but the voices are no longer available from a category search. This is turning out to be a mystery for me. Is it not possible to use user voices with Cubase or any other DAW? I guess I don’t quite understand how this is meant to work. Any guidance would be much appreciated.

I had to synch new voices back to the vst editor first.
