Is a volume pedal the same as an expression pedal?

The SL990 XP defines its second pedal input as “VOLUME PEDAL.”

Can the messages sent still be changed to “express” other things such as wah effect, etc?
Or is it fixed to just change volume?

The pdf manual offered online is very short and only lists its specifications for jacks.

Please help!  =)
