If I am correct is voice mode just for playing out while multi is for creating a performance so that you can have different sounds on different tracks?

As you suggest, voice mode is for playing a single voice; while multi mode is intended for playing multiple voices from a keyboard or sequencer attached to the Motif Rack ES. In Voice mode, all of the effects processing can be dedicated to a single voice, while in Multi mode, the system effects (those generated by the Reverb and Chorus processors) are shared by all parts of the Multi.

(A Performance is like a multi in that multiple parts can be played, but all of the parts respond to a single MIDI channel. This allows you to easily split and layer voices that are played by an attached keyboard via a single MIDI channel.)
